Consent agreement

On April 4, 2019 a panel of the Inquiry Committee approved a Consent Agreement between BCCNP and Rosa Del Carpio of Vancouver, BC, to remediate practice issues related to her conduct between April of 2016 and April of 2017.

  • In April of 2016, the Registrant failed to respond appropriately to two patients having chest pain.
  • In December of 2016, the Registrant failed to appropriately assess and monitor an acutely ill patient whose condition was deteriorating, administer antibiotics in a timely fashion, and communicate the change in the patient's status to other members of the team or to escalate the patient's care appropriately.
  • In February of 2017, the Registrant failed to prioritize and react in a timely fashion when her four patients had to be evacuated from a room due to a water leak, and she also failed to provide care to one of her assigned patients during that time.
  • In March of 2017, the Registrant failed to document CIWA assessments and chest tube assessments, and documented these retrospectively once this was brought to her attention. She also failed to ensure an emergency kit was present for a patient with a chest tube.
  • In April of 2017, the Registrant failed to appropriately assess and follow up on a respiratory patient whose condition was deteriorating, then failed to process orders in a timely fashion when the patient became palliative.

The Registrant has voluntarily agreed to a six month suspension for the conduct, and to successfully complete an RN re-entry program prior to returning to practice.  Following the suspension and upon successful completion of the RN re-entry program, she has also agreed to terms equivalent to conditions and limits on practice, including: an extended orientation where she will have her competence to practice confirmed, followed by a twelve month period (or equivalent) prohibition from being in-charge or working as sole RN during which time she will work under the direct supervision of another RN who can assess her nursing practice. She will also complete remedial education, a Regulatory Practise Consultation program and develop a robust learning plan.

The Inquiry Committee is satisfied that the terms will protect the public.
