Consent agreement

Apr 21, 2019

On April 21, 2019, a panel of the Inquiry Committee approved a Consent Agreement between BCCNP and Shelley Henderson of Campbell River, to protect the public in response to an incident of fraud and funds misappropriation with her employer and multiple breaches of trust which constitutes professional misconduct, she signed to protect the public.

On December 29, 2016, BCCNP received an email from the Former Registrant disclosing that she had falsified the on-call schedule and received payment for shifts she did not work as she was behind on payments to her creditors.

On January 4, 2017, BCCNP received a complaint from the Leader, Community Health Services, Campbell River. The Complainant stated that the Former Registrant was employed as the Home Support Supervisor, Community Health Services, Campbell River where she is responsible for the operational oversight of the Home Support Program and supervision of staff. The Complainant alleged that the Former Registrant admitted to booking herself and being paid for On-call (OC) shifts that she did not work approximately 15 times per month between December 2015 and November 2016.The Complainant alleged the Former Registrant's also admitted to forging her manager's signature 4-5 times between August and November 2016 in order to receive payment for the shifts she did not work.

The Inquiry Committee was of the view that cancellation of Mrs. Henderson's registration was the only appropriate outcome to protect the public. Mrs. Henderson relinquished her nursing registration in March 2018. She is no longer legally permitted to practise nursing in British Columbia.

The Inquiry Committee is satisfied that the terms will protect the public.
