Consent agreement

​On October 8, 2019 a panel of the Inquiry Committee approved a Consent Agreement between BCCNP and Carmen Lelea of Chilliwack, to remediate practice issues related to critical thinking, documentation, adherence to policy, perinatal knowledge and skills, and responsibility and accountability. Despite performance management by her employer in the workplace over several years, when the Registrant cared for a labouring woman in January 2017 she did not document appropriately, did no baby pauses, did not recognize tachysystole for three hours, did not recognize and respond to fetal distress, did not adhere to the Oxytocin protocol, and did not assess the fetal heart rate every five minutes during the second stage of labour as required.

The Registrant has voluntarily agreed to a Reprimand and terms equivalent to limits and conditions on practice. Prior to a return to work, she must complete education on documentation, ethics and professionalism, and critical thinking. Upon a return to work she is prohibited from working in a perinatal area for at least two years or being the sole nurse on duty for one year. She must develop and implement a learning plan, successfully complete a period of supernumerary practice followed by at least three months of independent but mentored practice, and meet with a BCCNP practice consultant.

The Inquiry Committee is satisfied that the terms will protect the public.
