On October 24, 2019 a panel of the Inquiry Committee approved a Consent Agreement between BCCNP and Joelene Duncan of Vancouver, to remediate practise issues related to Ms. Duncan's contact with former clients, without authorization, to solicit business for her medical aesthetic business, and related to Ms. Duncan having taken orders from a naturopathic doctor for the injection of regulated substances when she was operating a home-based medical aesthetic practice.
Investigation into the identified practise issues indicated that Ms. Duncan came into possession of confidential client contact information collected at her previous place of employment, and that she used such confidential information to send unauthorized solicitations to former clients on Facebook on or about July 2015, and made two unauthorized phone calls to former clients. Investigation further indicated that between at least November 2016 and January 2017, Ms. Duncan was practicing outside her nursing scope of practice by performing Botox and dermal filler injections on clients by impermissibly accepting delegations of authority from a naturopathic physician. In sum, she failed to adhere to the following BCCNP Practice Standards: Privacy and Confidentiality and Medication Administration.
Ms. Duncan cooperated with the investigation.
Ms. Duncan agreed to, among other things, a one-month suspension, various enduring undertakings with respect to her nursing practice, the completion of an accredited training course on Ethics and Boundaries, and working with a practice consultant within a 12-month period.
The Inquiry Committee is satisfied that these terms will protect the public.
