The BC College of Nursing Professionals (BCCNP) has an opening for a Data Analyst (DA) in the Operations Department. In this role, you will work closely with the Information Systems Team to identify and facilitate the collection and analysis of accurate and reliable data for BCCNP to make various informed business decisions.

BCCNP is the college empowered under the Health Professions Act to regulate the practice of all licensed practical nurses, registered nurses, registered psychiatric nurses and nurse practitioners in British Columbia. What will you be doing?

Reporting to the Chief Officer, Operations, and working closely with the Information Management and Corporate Risk Team Lead the Data Analyst (DA) requires an understanding of BCCNP's mandate and statutory obligations to collect and disclose information under our legislative framework and information sharing agreements signed with external organizations.

The work of the DA is to identify and facilitate the collection of accurate and reliable data for BCCNP to make informed business decisions on our registrants, support the authorized disclosure of information and to support strategic decision making, including developing reports for the management team, BCCNP Board, external stakeholders, and for predictive analytics.

The DA is responsible for working with data owners to ensure the quality and integrity of data collected and created by BCCNP is reliable.

Responsibilities include:

  • Planning, coordinating, controlling, developing and implementing controls on the lifecycle management of data including data analysis, data preparation, data modelling, and data evaluation.
  • Leading the evaluation of data needs of stakeholders and researching, implementing, and supporting business intelligence tools to meet these needs. Reviewing and making recommendations to improve the delivery of data requests, reports and to support e-discovery and/or FOI requests.
  • Assessing the data, including understanding the interrelationships among data elements, investigating data quality issues, and working with the relevant data owners and stakeholders to correct and/or improve data quality issues.
  • Implementing and maintaining a data migration project and/or a national registry.
  • Developing and implementing various data modelling techniques to address the business needs of stakeholders, to detect patterns, interrelationships, and abnormalities among various data elements and making predictions, forecasts and monitoring trends.
  • Responding to requests from internal and external stakeholders for data, developing reports and data extracts in meeting reporting requirements, assessing the key attributes of data and information (i.e.) integrity, accuracy, timeliness, appropriateness and their limitations within the context of the intended use.
  • Developing, implementing and maintaining a data glossary and data dictionary which includes   defining, classifying information fields and mapping BCCNP data with external organizations' data structure as stipulated in our information sharing agreements.
  • Reviewing and recommending policies and processes to control where data is stored and how it is shared.
  • Assessing and evaluating data models periodically to determine the reliability and usefulness of the models in supporting business and data objectives.
  • Monitoring and verifying that the data extracted from organizational systems is correct.
  • Responding to and addressing privacy and confidentiality considerations relating to requests for information and reports.

Your education and skills:

  • A baccalaureate degree in Mathematics, Computer Science, Information Management or Statistics. An advanced graduate certificate in data analytics is an asset.
  • 3 to 5 years of experience as a data/information and/or reporting analyst managing and controlling data.
  • Demonstrated experience working with databases (MS SQL), advanced MS Excel, extract, transform, and load (ETL) frameworks, knowledge of and experience with reporting packages and business intelligence tools.
  • Excellent quantitative, analytical, and problem-solving skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Demonstrated knowledge and application of relevant legislation; ethical and legal obligations, guidelines relating to privacy, confidentiality and security of information.
  • Ability to plan, prioritize and manage workload within a time sensitive environment.
  • Demonstrated ability to keep track of industry trends in data analytics including artificial intelligence, machine learning and the Internet of Things.
  • Excellent oral, written and interpersonal communication skills. Ability to use audience appropriate communication and language to present information, analyze results and convey concepts.
  • Ability to work outside of regular work hours, on occasion, to ensure the smooth functioning of BCCNP related systems.
  • Data warehouse implementation and experience with data dictionaries is an asset.
  • Experience with Dynamics CRM and SharePoint is an asset.
  • Ability to develop and apply statistics and statistical methods in managing large amounts of information, and experience with a range of statistical analysis tools is an asset.
