Director, Information Technology

The BC College of Nursing Professionals (BCCNP) is recruiting for a Director, Information Technology (DIR-IT) in BCCNP's Operations Program. The DIR-IT will manage a team of information technology staff and consultants, and will be responsible for engaging with the Chief Officer, Operations, and technical team leads to develop an integrated information technology strategy that supports the college's strategic and operational plans. In consultation with organizational leadership, and working with technical team leads, the Corporate Project Delivery team, Information Management, Data and Corporate Risk teams, the DIR-IT will design, implement and ensure the ongoing operations of IT systems.

The DIR-IT will also collaborate and engage with partners for whom BCCNP administers a shared information technology platform. The DIR-IT will collaborate with other provincial health regulatory bodies to provide harmonized and integrated solutions where possible and relevant.​

BCCNP is a regulatory college empowered under the Health Professions Act to regulate the practice of all licensed practical nurses, registered nurses, registered psychiatric nurses and nurse practitioners in British Columbia. What you will do

Reporting to the Chief Officer, Operations, the Director, IT leads and ensures the development of a strong team of talented staff and consultants to develop and implement the information technology strategy and operations, and ensures continual service improvement for BCCNP's information technology. The DIR-IT ensures the confidentiality, integrity and availability of data within the information system, in alignment with the specifications of the Information Management, Data and Corporate Risk team, the delivery of prioritized corporate IT projects and enhancements, and the reduction of IT issues reported through the Tier 1 Service Desk team.​

Responsibilitie​s include:

  • In consultation with ​the Chief Officer, Operations, and input from senior leaders from across the organization, develop and direct the strategic and operational plans for the information technology program.
  • Work with the Chief Officer, Operations to maintain and manage a strategic plan, road map and budget for the college's shared information systems.
  • Provide leadership, development and direction to the IT team and contractors, and ensure cross-organizational input into and resolution of issues affecting the use of organizational systems.
  • Ensure the development of the Team Leads and provide coaching support to help them develop their assigned teams.
  • Work with the Corporate Project Delivery team, ensure the delivery of key IT projects and business analysis support.
  • Develop and maintain an information system-related risk register with related mitigation strategies, and ensure ongoing compliance with legislation and contractual obligations.
  • Follow best practices or standards, like ITIL, CoBIT, and relevant ISOs to measure, track and develop information technology processes.
  • Track the effectiveness of systems and teams by placing performance measures.
  • Develop and implement information technology related policies.
  • Work with Team Leads, designs and maintains the architecture of the databases, applications, underlying systems and technological environment that comprise BCCNP's information systems.
  • Design systems to produce an efficient and compliant system environment within which the college and shared-service organizations operate.
  • Ensure appropriate support is in place for the continued operations of the systems.
  • Assess changes in the operating environment to ensure systems remain relevant, agile and efficient.
  • Work with the Corporate Project Delivery Team, Leadership team, committees, shared service partners, information sharing partners and other key stakeholders to ensure systems continue to meet their requirements and to ensure cross-organization collaboration.
  • Communicate to shared service partners, about services and support available to them and ensure they are adequately supported.
  • Manage an information systems budget and, in consultation with the COO and Chief Officer, Communications and People, ensure the appropriate mix of staff and contractors.
  • Recruit and supervise direct reports, provide work direction and training, establish performance expectations, monitor performance, provide on-going coaching, conduct performance evaluations, and take corrective action as appropriate.

​Education & skills

  • ​Master's degree in information technology, business administration or related field or a combination of relevant education and work experience.
  • Certification or experience with a relevant information systems governance framework or standard, e.g., COBIT, ITIL, TOGAF, ISOs. CGEIT.
  • Minimum 15 years of experience designing applications and defining the related information system architecture.
  • 7 – 10 years experience managing and directing an information technology team preferably with some of that time spent managing projects and personnel  in a public sector IT environment
  • 5 – 7 years of experience providing or overseeing quality assurance and support for information systems.
  • Experience with the Microsoft's Dynamic 365 / CRM, GP as well as SharePoint is an asset.
  • Experience with Azure and Citrix virtual desktop is an asset.
  • Experience with Microsoft's suite of languages, tools, servers and databases including but not limited to: .Net, C#, JavaScript, Transact-SQL, SSRS, HTML, Visual Studio, and Team Foundation Server is an asset.
  • Ability to apply either an agile or a waterfall approach to system development.
  • Knowledge of requirements under Freedom of Information & Protection of Privacy Act.
  • Ability to take into account attitudes and beliefs when working with individuals or groups in order to structure the situation for a positive outcome.
  • Excellent oral, written and interpersonal communication skills. Ability to use audience appropriate communication and language to present information and convey concepts.
